The integrated control unit (ICU) on a 1991 Honda Accord is located in the under dash fuse box inside the car. It is the large rectangular box located just above the fuses, and below the relays. It has a 16 pin connector that plugs into it from the side and another on the back of the ICU that plugs the ICU into the fuse box itself.It's part number is 38600-SM4-A01

It is located on the backside of the fusebox near the drivers feet. There are two 10mm bolts holding the fusebox to the vehicle(top and bottom) and a harness at the top that should be unclipped. You can get a little free space without removing the harness, but I would recommend it. Remove the fusebox and look on the backside. There is a plastic box roughly the size of a pack of cigarettes clipped into the back of the fusebox, that is the ICU. From here you could replace it completely or repair it and reinstall.
