There is no private in the navy. The lowest rank in the navy is seaman recruit. Then it is seaman apprentice and then seaman.
Panama Seaman book can be applied by citizen of any country online on there website and it gets issued from panama and dispatched to your address.. however you need to provide documentary evidences that you are going to join a panama flagged vessel. There are many other seaman books that are equivalent to panamanian Seaman Book and its more economical and you can get in just one day. We are a maritime consultant based in Dubai, we can get you a Seaman book in less the 24 hours and courier it to anywhere in the world. We can also help you if your certificates are expired. The US does not issue a Seaman's Book only Seaman's Papers via the United States Coast Guard. This is after you have completed the application, submitted sea time, a physical exam, drug test, character reference letters AND pass the exam for a captain's license. If you are working on a yacht and need a Seaman's Book, go to the flag country of the yacht (or vessel) and/or look for an application online. I have been researching this for many months and I am captain of a 145' BVI flag vessel. I may be able to get the South African crew Seaman's Books but the British will not issue to US citizens and a few other countries. If someone finds me wrong on this, please reply. Captain L. Tritch, USCG 1600 Ton Master/Oceans, currently Egypt.
S1c is the old Navy term for a Seaman 1st Class, which no longer exists. Today, it's Seaman (same as a S1c), Seaman Apprentice, or Seaman Recruit.
