actually I broke the hood release latch on my 1991 Plymouth voyager, and I can't get the hood open, what can I do?

On my 1990 Voyager, the transmission has a "safe," or "limp" mode. If something is wrong with the trans, it will not shift out of second gear. This is supposedly to allow you to drive to the repair shop at a reduced speed.
There are seals under the valve cover that need replaced to repair oil on the spark plugs.
There is no safe way to repair a plastic fuel tank, you must replace it.
This code indicates a problem with the vehicle speed sensor. Check the wiring and if it is good replace the vehicle speed sensor.

Get a screwdriver & pry off the wheel cover
You can purchase a repair manual at most Auto Parts stores that should have a diagram. Also look closely on the underside of the hood.
Are you loosing water and if so you will need to pressure test the cooling system. Repair any leaks and replace the thermostat. Then check your cooling fans for proper operation.
