Online or from an OE dealership. I can tell you right now that it would cheaper to have the shop do it.. not only will you need the software, but you'll also need the SAE J1939 connected (e.g., NexIQ, Inline 4/5/6 for Cummins, VCI for PACCAR, etc.).
Also, if your truck was a fleet truck before you bought it (or you're a company driver trying to pass the truck off as your own in order to get this answered), the ECM will be password protected, so you'll need to know what that password is in order to change those parameters.
