Ill say, no you cant. Own a Gigabyte 9800Gt Silent Cell. Have some problems with a stalling computer after a while playing games. I quess you can, but its not recommended.
Were you able to install the card into the slot on the motherboard? And did you connect the little power cable from the power supply to the card? If you did both of these things, then it should work. Download and install the latest drivers for the card from Nvidia's website and that should do it.

If you have to ask, then no. GTA4 has very high system requirements and will generally only run a system built for gaming. Nvidia Geforce only represents that it is a graphics card made by Nvidia intended for non-workstation use. It should be followed by the actual product name such as 8600GTS, 9800GT, or GTX285. Unless you did purchase this card on your own and install it (in which case I'd assume you'd know the model) or bought a gaming computer costing over $1,500 then I doubt you will be able to play it
GeForce 9800 Gt usually has 2 dvi ports, if you have used one of ports for tv there is no way to get connected two monitors and tv to the same video card, you need to get one more (if supported by your motherboard). If you connect tv through s-video port, use another dvi port. You might have to use dvi-d-sub converter.
