It is discouraged to lure players in RuneScape as many attempts of luring players can fall into the reportable offense of "scamming". However, the best way to get a luring partner in RuneScape is finding a fellow player killer in RuneScape, or by teaming up with a real life friend. It is difficult finding a player killer in-game without being some kind of friend because many players don't want to take the risk of losing items or spending the time waiting for somebody to run by.
