The three bits of tape originally held some felt like material that is meant to sit in between the window regulator and other parts of the inside of the window like the bar from the quarter window. It does this in order to create a buffer between the regulator and the other bits so as not to obstruct the path of the regulator. When the path is obstructed the regulator wont operate properly. Moral ... replace all worn exterior weather stripping !

Found the answer: The voltage regulator on a 98 Dodge RAM 1500 is NOT in the alternator. The alternator specifically states that the voltage is "Externally Regulated". In this vehicle the voltage regulator is built into the computer of the vehicle. To repair a bad voltage regulator in the computer you can either replace the computer or bypass the computer using about $50 in parts (ask your mechanic). Hope this helps.
