The KTM 250 EXC 2014 motorbike is available new at a number of dealers worldwide. The official KTM site boasts a dealer locator feature which would allow you to pinpoint the closest and most convenient dealer near you to have a look or purchase the motorbike. You can also find deals for this motor on the Bike Trader section of Autotrader or companies and sites that specifically sell bikes such as Bike Sales or Cycle Trader.
If it is one of the later years, they are basically street legal from the dealer. If it is an older 250 EXC, you can buy a kit from one of several Dual Sport companies to make it street legal. See links below for some of the products available.
I would start by going to one of the KTM forums and posting a message, you might check on eBay from time to time also (might catch someone parting a bike out)
You are limited to the years between 1993 and 97, kind of. KTM was a mess back then and the bikes and parts were a reflection of that. Check out KTMTalk.com there is more info on KTM's there than one person could ever use in his life time.
The KTM 250 SFX bike can be obtained from a variety of sources. Besides eBay motors, used and new bikes can be obtained from specialist motocross dealerships.
Pro Circuit pipe for KTM 50 is between $199 and $250 depending on where you buy one.
I would say it is in the 47-49 range, can't find any hard numbers other than one guy on ThumperTalk that claims he has had his dyno'd at 49 hp at the rear wheel.
i would expect you want one the will start when you want it to. The honda 250x kawasaki 250 f and the ktm 250 xcf . The Honda is most reliable, the Kawi has the most power, the ktm has the best handling. I hope this helps

Someone could purchase KTM wheels on the internet or through mail order. If one wants to place a mail order there is a KTM Hard Parts catalog. Online one can purchase KTM wheels through eBay.
Depends... one is a high maintenance motocrosser with an engine scaled down from basically an F1 car (had to do that to keep up with the 2-strokes) the other has a simpler to repair engine and is designed for trails/enduro riding and is road legal in some places :)
A 250 two stroke has a bigger fatty pipe. It comes out of the front of the bike goes to one side then comes to the opposite side. A 125 two stroke comes out the front and goes to one side but stays to that side going towards the back of the bike. Also the 250 has more power than the 125.
