I used quite a few back in the day.
They never worked for me.
That's not to say they wouldn't have worked. Many were quite good. A lot of the issues I admit were my mistakes.
The quality varies quite a bit.
But you'll be the deciding force for if it works. If you don't have or can't generate the traffic, it doesn't really matter how great the quality of their done for you is.
And when they say they'll drive traffic for you, it will never be enough to do anything. At least, not anything I've seen. It's always been pretty low tier traffic.
And if it's a total package, it's almost assuredly a scam. If it works, why would they do 100% of the work for you?
It's easy to sell someone a free report and squeeze page. They know 95% of people won't ever do anything with it, so it's not a real risk of competition.
But driving traffic is like gold. No one pushes high quality traffic for cheap
