Usually it means there is a leak on the air bag, that is why it keeps plumping. The life time of the air bag is about 10 years. I changed my 1996 TC on 2006. Bought online for $100 each (aftermarket). You can simply apply some sop water on the air bag and see if it leaks (just like the way you check tire leaks). If you don't replace the bag the motor might burn out soon. The air bag is not hard to replace. No special tool needed, but you have to jack the car very high. So I don't think you need to do the "non-air" conversion.
