A Cavalier King Charles Spaniel sold by a professional is on average about £550-£700 for a male and £600-£800 for a non-spayed female. Any cheaper than that should get you asking the seller or breeder some very serious questions about their legitimacy.

Cheap dogs are usually the ones mass-bred on illegal breeding farms. These puppies have a large range of health complications and genetic problems, ranging from progressive blindness to a painful heart failure. This could end up costing you thousands in vet fees and medications, plus the emotional hurt you will feel and the blame you will put on yourself for buying so cheap instead of raising your concerns with a local authority.

You should always buy your puppies or dogs from a licensed breeder with a good reputation. Never buy from pet shops because you have no guarantee that the pet shop isn't lying about where they get them from, such as illegal breeders. A proper breeder will supply you with proper, official paperwork.
Private sellers are usually cheaper than professional breeders, but again you have no guarantee that the parents haven't passed any genetic defects onto the puppies and there is no official paperwork.

If you want to buy a dog because it is cheap, then sorry to say, but you might not be ready to be a dog owner. Dogs cost about the same as a human baby to care for. As a general rule of thumb, if you cannot afford a human child, you cannot afford a dog. So many dogs end up in shelters or abandoned because the owner did not realise they cost so much to care for.
