This is an interesting question, The gun is made in Russia. The manufacture was shipping them out of Russia until the government changed the law back in Feb 2011. Edgun has been trying to get permission to sell them out side of Russia but "RED TAPE" has blocked them and it looks like it's not going to happen in the near future. So if you live outside of Russia the only place that I know of is if someone wants to sell a used one and they can charge any price they want.

This sounds like you have a PCP rifle. If it works with the bottle, then the problem is with the pump. Look for problems there. Check to see if the pump is working.

I get this question all the time. Basically it all depends where you live. Some countries like Canada and the UK have strict laws on airgun ownership. Even in the United States the law is different depending where you live. In most states you must only be 18 to purchase one but on the east coats places like New Jersey and New York City have very strict laws on air gun ownership.
