While the above answer is correct, the law is not without loopholes. The California Department of Justice has a list of banned manufacturers - it is still legal to buy and own an AR-15 style rifle in California if the lower is an off-list lower.

If you want a detachable magazine rifle, then it must be made featureless (i.e., none of the above features). There's a couple companies which make California-legal AR-15 buttstocks... the U-15 is one, and there are others. California's magazine laws state a ten round limit. This means that it will either have to have a special stock that is NOT a pistol grip or it will have to have a non-removable magazine limited to 10 rounds. It also must have no bayonet attachment provision and possibly no flash hider.

In most of the US, no, a license is not required to purchase a semi-auto AR15. Your spelling of 'licence" may indicate you are not in the US. In Australia, a licence is required to obtain ANY firearm. An AR15 is a Class D firearm, and cannot be owned by the average private citizen.

Yes, unless you are a felon or live in California. California residents must purchase an authorized version of the weapon. The only difference is that the weapon does not have a detachable magazine (internal capacity 5 rounds). Another thing to be wary of is that for some reason people like to tamper with the AR15 to make it full auto. That is illegal, and to own one that has been tampered with will get you in big trouble with the BATF unless you purchased it through legal channels and have the weapon licensed to you.
