You can buy new tuning keys at guitar center or Ebay. but never just one, to replace one you will most likly have to buy all four. as for price, you can find a set of four tunig keys for about $20
If you're going to keep and play an inexpensive guitar, I would suggest that you buy a better set of tuning keys for it, as a good set of tuning keys will hold a tunign better than the cheap tuning that come on inexpensive guitars.

You can either put it up to your guitar and let it go on sound or plug it into any electric based guitar to get 100% quality tune. I have an effects peddle and there is a tuner feature included in that. So I killed 2 birds with 1 stone. I agree that electronic is best. The tuning harmonicas are funny more than effective.
Any good quality guitar! Any guitar will drop to any tuning apart from a crappy beginners model. Also the strings play a big part.
i dont see why not, but if you buy even a 5$ tuner it will do it properly. youtube how to do it if you're not sure, you're not going to break the guitar tuning it so you've got nothing to worry about.
If your guitar is a standard guitar then yes buy a set of pitch pipes or an electronic tuner (this is the easiest). Tuning a guitar is something you do yourself its not like a piano that needs a specialist. If you took your guitar to a shop and had it tuned by the time you got it home chances are it would be out of tune again due to the change in temperature etc.
if you are talking about a guitar that tunes itself you need to buy a guitar with this feature the company Gibson makes a lot of these (the ROBOT guitars, the Dark Fire, the Dusk Tiger) other than that you cant do anything else really

Rogue basses are famous for failing tuner keys. When you find some, i recommend you buy a full set of four (or five) trust me, you will end up replacing them all sooner or later anyway. Below I will provide links to a few sites which sell replacement tuning mechanisms. You don't necessarily need (or want) rogue-brand replacements... They are pretty standard across the various types, just find the ones which look most like the ones you have now & order that.
