Rogue basses are famous for failing tuner keys. When you find some, i recommend you buy a full set of four (or five) trust me, you will end up replacing them all sooner or later anyway.
Below I will provide links to a few sites which sell replacement tuning mechanisms. You don't necessarily need (or want) rogue-brand replacements... They are pretty standard across the various types, just find the ones which look most like the ones you have now & order that.
A bass head is the end of the bass guitars fretboard (where the tuner knobs are). If you are referring to the bass guitar itself, the above answer is correct. It's the top end of the bass guitar, where the machines, or tuning keys are located. If you're speaking in terms of a bass amp, it's the type of amp that does not have the speakers built into the same cabinet that contains the amp. instead, you run a patch cord from the amp, or "head" to a separate cabinet.
They are doing you a favor, you dont want more of those junk rogue mechanisms anyway. Find a model of washburn or fender bass which has similar mechanisms & see if you can buy replacement parts for those instead. My rogue acoustic has washburn machines on it now & i didnt have to make any alterations at all.
