you can't buy it as a whole from any authorized retailer, you'd have to buy it from a person who put the cards together and made it, or buy the cards yourself and assemble the deck.
if you Google "iron chain deck" you'll get a fair number of results that should give you a decent idea of where to begin, but if you want a point in the right direction, I'll list some of the key starter cards, and you can see where you want to go from there with your playstyle. some are more aggresive than others.

Chief has a relatively weak Iron Chain deck, just focus on preventing his swarms (especially with Iron Chain Coil) and you'll win. A lot of it is luck, the deck that you have to beat him with sucks. Just keep trying; if you could beat Bolt then you can beat this guy.
