The only way to repair tom-tom LCD screen if it is cracked is by replacing it. You should find a screen that is compatible as the replacement.
The TomTom should have a model number on it and when you do buy a screen protector you should be able to look on the box to see if it is compatable with the TomTom that you have.

You can get a good cheap LCD screen basically from any electronics store like Future Shop and Best Buy. The price of LCD is going down drastically because LED is the newer thing.
Unfortunately, LCD monitors cannot readily be converted to touch screens.
