I'm pretty sure you can't have a Ho-Oh in the original red version. To get Pokemon in the original red, blue, or yellow, you can only have the original 151 Pokemon.
I don't think you can catch celebi at all in fire red. There is one way though bring your gameboy/ds with a wireless adapter to a Pokemon convention to get celebi.

I'm guessing you have the Nintendo: the best game for the Nintendo is Pokemon Platinum because you can catch all the lengendary Pokemon and it has surprises in it. If you have the Gameboy Advance I recommend Pokemon Emerald or Pokemon FireRed. I like Emerald because you can catch Latios and Latias (i think i spelled there names wrong sorry they're psychic and flying type). I like FireRed because you can catch Mewtwo and Mew. Now if you have the first version of Gameboy you soon play Crystal.
after beating the game, insert the Pokemon leafgreen version for gameboy advanced in the GBA slot. You can then catch Pokemon from that version.
The only way to catch Celebi in Pokemon FireRed Version was to get the special Pokemon from a event. The only other way would be to cheat using an action replay device with a code.
