Paint.net is available from the Get Paint web site (See links below) but it only works with Windows there is no Mac version.
It is not the program that could potentially be harmful, it is the website, I have downloaded paintNET virus free.

You can't. Paintnet doesn't support pressure sensitivity. It used to, but it got removed.

There are several ways, you can for example duplicate the layer, blur it and change its color. Or you can just add colored shadow.
They both seem very similar. I don't think it'd matter which one you get. Personally, I preffer GIMP due to the ease of use.
