The trader at Nelson Air Force Base specializes in explosives so that would be a good place to check, that you must first become idolized by the boomers and receive permission form the leader of boomers. Also, while you are at Nelson Air Force Base, be sure to take the quest "Ants Misbehavin' " because it gives you access to the boomers generator room, where there are usually 30 - 40 40mm grenades, about 20 12mm grenades, a couple of missiles, loads of 5mm ammo, some .308 ammo, and a mini nuke. There is also the unique grenade rifle Thump-thump on a dead corpse as well as some normal grenade rifles and grenade launchers. Another possibility is Contreras at Camp Mccarran, assuming you are on good terms with the NCR. He can be found in the back of the Mccarran Concourse. I hope these suggestions help.
