As far as hoses are concerned, I am afraid that no such diagram exists, even in factory manuals. It is up to the technician who removes a hose to know where he got it from and put the replacement back on the way he took the old one off. It is also up to that technician to understand the flow of coolant and how a cooling system works to be able to know what function a certain hose has in the system due to his experience and understanding of how such systems work. As far as sensors are concerned, there are location illustrations of different sensors on an engine. There is not one diagram that shows the locations of all sensors on the same page, but there are different illustrations that will show where one sensor is, and maybe another that is closeby, but usually no more than two or three in any one illustration, so that you need a complete manual to have a complete index of all sensor locations. The dealership service dept has the most complete manuals, but some aftermarket manuals are fairly good. Whatever the case, there are no "free" manuals or diagrams. You may be able to borrow something, or photocopy some info, but no one will give you a manual, because they are very expensive. Even the dealer has to pay the manufacturer as much as $200.00 per book. For your Explorer during 1998, there were four different mauals for just the Explorer alone that the dealer had to buy from the manufacturer. So it stands to reason that a dealership is not going to just let you have a book. But if you ask nicely, they might let you photocopy some pages that you need.
