A gun repair shop can order this part.Of course, the owner of the gun in question would have to pass a back ground check.
I don't know what the current value is, but I bought mine NEW when I was about 10 years old (appx 30 years ago) and I paid $55.00 for it. If you find out the current value, let me know!!

I HAVE A SPRINGFIELD MODEL 951 THAT IS IN ALMOST NEW CONDITION THAT I GOT FOR X-MAS WHEN I WAS A KID AND IT WAS OLD THEN THAT WAS ABOUT 15 YEARS AGO I RECENTLY HAD IT APPRAISED AT A LOCAL GUNSMITH SHOP THAT DEALS WITH USED AND NEW FIREARMS AND THE GUNSMITH TOLD ME THAT IT HAD BEEN YEARS SINCE SEEING ONE OF THESE GUNS AND HE TOLD ME THAT THEY WERE GENERATED FROM 1951-1963 OR 1964 ANYWAY HE TOLD ME THAT I COULD EXPECT TO GET ANYWHERE FROM $150.00-250.00 JUST BECUASE OF THE AGE AND NOT SEEING ANY OF THEM VERY MUCH ANYMORE. I bought mine new when I was 13, so about 1969, maybe as early as 1968. I still own it, made by either Stevens or Savage who was distributed by Springfield, model 51 or 951 for Sears. Still as accurate as the day I first shot it. My serial # is A162556 for anyone out there that can correct me on the date.
