One of the bays behind Atlantic City is called Lake's Bay, and Simon Lake's work and life in the Atlantic CIty area is well documented. I believe this to be the most likely origin of the term submarine sandwich. So, although the sandwich wasn't invented in a submarine, the first submarine and the first submarine sandwich are probably very close cousins.
