They are currently some websites that give off promotion codes, and you can either hunt the web, or contact Dish Network about the promotion codes you can find and where to find them.

The only reference I could find to anyone by that name was an Army Times article from June of 2009, announcing that someone with that name was on the promotion list for Sergeant (E5). See related link.
