You travel to Celadon City and leave the town through the path on the left. You should then appear on Cycle Road. You will run into a Snorlax so make sure you have the Poke Flute. Once Snorlax is gone go straight up and you will find a house. Inside is a girl with hm fly.

∙ 12y agogo west of celadon city and use cut on a tree above you walk into the side of the building to go in leave out the other side and go into the small house and talk to the girl to get fly
