The install is the same as a muffler. A muffler shop can do it cheaper than anyone else.

Clogged catalytic converter will do exactly this but failing oxygen sensor could cause it too. Most probable is cat converter.
Check the fuel system completely, there may be restrictions in the filter or fuel lines. Also check the catalytic converter for blockage, a restriction in the exhaust system will cause this problem too.
