1834 is probably some sort of arsenal marking, while 1940, which is probably on the top of the receiver, is the year it was manufactured. 1834 wouldn't be the year of manufacture - the 7.62x54R cartridge did not enter service until 1891, and black powder rifles (which used projectiles significantly larger than 7.62) were the order of the day in the 1830. I'd venture to say you probably have a bolt action Mosin-Nagant M91/30. The "moon with letter" marks is a bit odd... at first indication, it would seem to be a mark found on rifles manufactured by New England Westinghouse, but it wouldn't be found on a rifle made in 1940 - that contract ended in 1918.
