Get into a fight with Deckers. Once your gang notoriety reaches a certain level, they well send Specialists against you. Decker Specialists arrive on rollerblades, holding onto the backs of vehicles. They have a huge hammer which you can temporarily weild once you kill them. It is not a weapon that is added to your radial, it is a 'large' weapon that has to be dropped when you finish with it.
