Lots of people say devil ray fish are found in donald dreamland and its true. But theres another place you can find it. In toontown central too. These fish are very rare so i suggest you use the Twig Rod to get a better chance of getting it. Note : look up videos of toontown devil ray found in toontown central, because lots of people catch them in toontown central too. Plus DO NOT post bad comments or saying its fake because they ARE real videos. Good luck trying to get to get devil ray in these locations.

If the elevator to a building is open you can just hop on in. (You might want to have a couple toons with you, the maximun is 4) If you are not a member, you can do Cog Buildings in ToonTown Central, but cog buildings there is rare.
