well, first you need the mystery gift which you get from a friend or something and go to mt corenet and go to where you caught dialga or palkia, the game will ask you if you want blow the azure Flute (which is the mystery gift) and say yes then stairs will apear and go up and arceus is there! or just use an r4 or a action replay or i entered an action replay code that lets you catch every pokemon, but, i forgot what the site was called.
