Never heard of a "Seat Automatic Cordoba", but if it's a 4 cylinder front wheel drive the dipstick is right in front of you under the bonnet; if it's a 6 or 8 cylinder rear wheel drive vehicle if you're facing the vehicle it's on the right hand side.
Pre 1974 bus seats are simple to remove as they are just held in with a small catch. 1. lift the base from the front of the seat 2. pull the back of the seat towards the windscreen 3. push down/wiggle the seat and out it pops.

Seat belts help to prevent front seat passengers and the driver from being flung through the windscreen in the event of a crash. Rear seat belts prevent passengers on the rear seats from being flung forwards and crashing into people on the front seats. They also prevent people being flung outside of the vehicle.
Remove the inside door panel. Remove the door handle linkage. Remove the door handle retaining bolts. The front door handle will come off.
More than likely the flasher relay is bad. Replace it. I would tell you where it is but I have no idea what model car a Seat Cordoba is. Never heard of it.
