You can buy a counterfeit one at Mick and Ralph's in Freeside. Alternatively, you can pass the credit check at the gate by simply having 2000 caps (you don't have to pay them, just possess them) or pass a science check to confuse the gatekeeping Securitron ( 80 in science I think). Personally, I never buy the passport, since I usually have that many caps at that point in the game.
