No it will not run more slowly. The power runs through it just as fast as you would normally. Same with all machines and all brands. I also have a singer sewing machine and i use a extension cord and it works normally.
There is a parts section called partsdirect on sears.com. You can enter your serial number of your kenmore there and find out if those parts are still available. If not, check on ebay or with some of the online sellers of sewing machine parts. If you do a search on google for sewing machine parts, you should find the sellers.

There are three factors that come into play here. One is what is the amperage of the load. The other is the distance or length you want to be from the portable machine and the size of the wire in the cord. Without these values I can not calculate the voltage drop.
I checked at sears.com but your serial number didn't show up, on the two models that a partial version of your serial number revealed said that the foot control was no longer available. You might want to look on ebay or check some of the online sewing parts dealers. What you want to make sure of is that the end of the cord that goes into the machine fits your socket there.
