Actually , If you are a flat chest you can't wear a push up bra because it will not have any boobs to carry in it ! so you can try wearing a sports \ training bra first and see if that fits you. And how old are you ? If you're older than 15 then its abnormal for you to have a flat chest so you should consult a doctor. I hope i helped. :)
