Sounds like the Ural motorcycles to me. They were copies of the BMW R71 produced as part of Russia's pre-World War II build up. Originally built for rugged terrain military patrols, they are still built to handle the poor conditions of Russian infrastructure. The wheel on the sidecar can be engaged to give the motorcycle 2-wheel drive in bad conditions.
