I'm sorry, I know what it's like to really want a tattoo at fifteen, I really do. But places that will knowingly tattoo an underage person are also the sort of places that won't care about keeping their premises clean or doing good work. And you don't want to have a shoddily done tattoo that gave you hepatitis permanently etched on your skin. Wait until you're an adult. The tattoo you want so badly now will have changed it's style and shape half a dozen times, and you won't have to answer to anyone when you get it.
In the eight years between starting wanting a tattoo (at fifteen) and actually getting one (at 23) what I wanted kept changing. It solidified when I was eighteen, and I lived with the concept for five more years. I now have it- done brilliantly, at a reputable studio, and I love it, so it is worth waiting.
You could get a safe but knock off one, that you could get most probably illegally, but in some cases not. and then as soon as you go for a tattoo in a shop anywhere in England, you could just show them that tattoo and by law they should do it :) xX
At a pretty dodgy tattooist with rather irresponsible parents. Usually down an ally or in somebody's front room.

I am not sure about the law in Massachuttes, but here in Washington state, a minor cannot get a tattoo with or without parental permission. A minor can get body piercings with parental consent, but not a tattoo. Be aware that accreditated tattoo shops follow this law, no exceptions.
