Your weapon would take the 38 special.
Be careful with the older Colt Double Action Revolvers. If the barrel indicates 38 "Special" - only then would it take that cartridge. Typically if the barrel states 38 New Police the revolver with take the 38 S&W ammunition, either short or long depending on the length of the cylinder (Colt could not bring themselves to roll stamp S&W on their revolvers. When the barrel shows just "38" this would indicate the 38 Colt Round, either short or long - again depending on the length of the cylinder.
If this is a .38 cal (check the markings on the frame and barrell) it is chambered for .38 caliber. If it is a Police Positive ammunition would be the .38 PP If it is a Police Positive Special you could use .38 PPS Check with any reputable gun shop/dealer or range and they'll give you the information you need.
If you mean a federal concealed weapons permit, there is no such thing. If you are a police officer or retired police officer, you can carry under federal law HR218, but other than that, you're out of luck.
Yes go to the sheriff or police chief and apply for a concealed weapons permit for the weapons you will be hunting with. Then send a copy to every county sheriff dept in the state and let them know what your doing you may need to register in multi counties to allow you to carry throughout the state.

the colt police positive goes back to early 1900's.......if serial number removed then weapons becomes illegal by law
It depends on what state you are in, call your states attorney general or your state police and ask them for the pertinent laws including section, chapter and paragraph then look them up yourself just to be sure. In Texas you can have a long gun anywhere in your vehicle, you can have a pistol anywhere in your vehicle-loaded and ready to go- PROVIDED that it is 1. Concealed 2. You are traveling which is defined in Texas as being in your vehicle for a lawful purpose.

It is .38S&W, which, for reference, is not the same at .38 Special. Yes, it is still available, but not an extremely common round. You may have to order it online or check with a gunshop and see if they can get it.
