Inside of the Clock Town (the main starting city), in the west segment of the city, there is a series of shops. One of the shops is the bomb shop, and for a small price you can by a bomb bag (with 20 bombs already inside).
it is the same location as the original ocarina of time go into the cave and on the way to dodongo you will see a large chest to beat dodongo throw bombs into his mouth when he is about to breath fire and slash away.
During the Endless Night, go to Windfall island. Note Tetra's pirate ship is in the dock, but don't go on until you follow the following instructions (that was redundant): Go behind the bomb shop, sidle the gap, and climb the vines to reach a hole similar to that of the tunnels crawled through whilst in the Forsaken Fortress. Crawl in, and watch the cutscene. Now, it is important to pay attention to this particular cutscene, so read every word carefully, until Gonzo says the password. It varies, so I can't tell you exactly which one was used, but Gonzo will say it twice, and the word will have red text. The pirates will eventually leave, so remember the password, and go to a hill (I think the one that Tott -the guy who looks like Elvis Presley, but has a rainbow on his back making Richard Simmons look more manly than him- is on, if not that hill, find the hill closet to it and jump off that) and jump off it and land on the boat. Go to the place you went in the beginning to get the spoils bag. A door is blocking it, and Niko, the dude who gave you the spoils bag, will ask for the password. Use all capital letters when entering it, or he won't accept it. How you speak in capital letters, or why the game gave you lowercase letters in the first place during this part of the game, I don't know. The game is just screwed up like that. Anyway, Niko will then give you round 2. It's the same thing, but without platforms, and therefore, you must only use the ropes, so you have to switch direction often. Do it fast, r the door will close. Once inside, Niko will give you the bomb bag, Tetra will say that Link won't get away with it -making Tetra not only too lazy and/or stupid to stop Link from steal in the bombs, but also cliched-, and there you have it-your bombs.
Get 50 rupees, then go into the bomb shop in West Clock Town to buy the bomb bag. If you want it as soon as you become regular Link, my recommendation is that when you're stuck as Deku Link, escape from Clock Town and gather the rupees from Termina Field. You can escape Clock Town by going up to the left of one of the guards, facing behind him, and then backwalking by holding Z and moving the control stick down. After getting the rupees, deposit them into the bank in West Clock Town to withdraw when you become regular Link.
