You won't get significant amounts of death runes for free. You might get some occasionally from a random event, or from some monster drop. But you really only have three practical options:
1. Buy them.
2. Make them yourself (if you are a member)
3. Use lower-level runes. Chaos runes are now very cheap. Of course, they give less experience per hit.
In Keldagrim(dwarf city), you need to speak to Blasidar the sculptor. You need to complete The Giant dwarf quest to go there.
Aubury's shop in Varrock will give out free air and mind runes.
Mostly Fire runes but Law runes and Air runes are not far behind them.
Lesser Demons (combat level 82) provide a host a decent drops, including: -Death Runes (3) -Chaos Runes (12) -Rune Med Helm (rare) -Coins (up to 200gp) (rare)

The answer is yes. You do need to supply your own runes.
nothing if you train at the fist of guthix you get free runes but only for the minigame and you get levels aswell
