I forgot to mention that PL 94-142 Education of All Handicapped Children Act has been amended and is now Individuals with Disabilities Education Act (IDEA), which covers handicapped children from birth to age 21. The Act is much broader than was the former act, and it does not mandate state participation for all of its regulations, but the final result is that you can find free speech-language services in the public schools.
