A program is essentially a set of files. To remove a program that "Add or Remove Programs" cannot find, you need to delete the files. If you cannot find those files, it is likely that the program has already been uninstalled.
It really sucks. I cannot find a way of replacing mine. The diagram on the mannual is wholly misleading...
Usually you will get this message when something that is automated to use a particular e-mail program (or "client") cannot find the program it's looking for.

You can find one on any computer soft ware website I would recommend Wizard sweep I use that program when I first got my computer and it worked really well.
You can't find another computer name but you can find other users on the same computer. I am not sure but i think cmd is only a client based program not a server based.
Typically, you run the program through "debuggers" - software that specifically looks for errors in your code.
