To get paintings on Animal Crossing you have to become a member of Crazy Redd by getting the password from someone in your town and go in by telling Redd the password and saying 'whatever' when he says do you want to join. You have to to pay 3,000 bells. He sells painting but sometimes they are forged. But if you get insurance for that and wait for Lyle to come to town and give the painting to him he will send you 100 bells (babyish I know). Nook sells them very rarely.
