If you are talking about draining water out of the cab than they are under the carpet in the floorboards. There are a couple of them. Just lift up the carpet and you will see little black plugs. Just pull them out and your jeep will drain out.
On the floor pans in each foot well at the lowest point, they have plugs in them, but can be opened.

30,000 miles is recommended for spark plug replacement on all Chrysler/Jeep vehicles, not just the Jeep Liberty. Not only are plugs recommended at 30,000 miles, shock absorbers are recommended as well. As a mechanic for the Chrysler/Jeep Corp., i can say with confidence that it is not entirely necessary to change plugs and shocks at the 30k mile mark. Basically, "If it ain't broke, don't fix it!" (however, i do recommend at least checking the plugs at 30,000 miles)

Under the carpets in each of the foot wells there are plugs, you can pry them up but a lot of times they get messed up in the process, so be careful.

You can remove the drain plugs, on your VTX 1300, by loosening the plugs with a 5/8 five sided socket. Turn the plugs to the left to remove them.
