Apply Splat Glow to the outside of your hair. Do not rub in. The glow pigments need to be visible so they can absorb light and glow in the dark. After liberally applying Splat Glow, stand under light to charge the Glow pigments. Then turn off the lights and voila, your hair will be glowing!!
