The best, and possibly most effective thing to do, is to keep shoe strings out of reach of the cat. Most cats like to chew on string-like objects, especially if they're dangling from somewhere. Trying to stop a cat in any other way is unlikely to work, as a cat will likely just chew it when you are not around.

One good way to exercise your cat is to play with it.
