I'm assuming you're not allowed because porcupines are starting to get endangered but it really depends on which state you're living in and the abundance of porcupines in your area, so in my opinion, I'm suggesting that if you do get one, keep it in your yard or if you live in an apartment, maybe if there are woods close by, leave it there. Like I said, the laws depend on your state.Most State law does not address this. However, porcupines do not make good "pets". They belong in the wild. Leave them alone. Even feeding them near your house disrupts the Balance of Nature, an intrinsically bad human idea. Back in Colorado, I lived near many "Porkys". I am familiar with them and my advise is honest.

Don't ever pet it from the back up, start at the head and pet down, so the quills don't get ya, and first, make sure the porcupine will let you, hold out your hand and if it starts sniffing you, it probably likes you, now you pet it, :)
