The fuse box is inside on the driver side next to the gas peddle. There is also 2 high beam fuses under the hood on the left side of the engine you may want to check these also.
They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.

mostly likely when you got the overcharging a fuse or relay was blown. need to locate and replace fuse most likely but possibly a relay.

Do you mean the turn signal lights/blinkers? Check the turn signal flasher mounted on the fuse box in the lower left-hand side of the dash below the steering wheel. While you're at it, check the fuse for the turn signals and replace if necessary (use the fuse guide on the back of the fuse box cover to locate the turn signal fuse). If neither of those work, check the wiring or have someone else do it for you.
The fuse location for the head lights on a 1996 Nissan is in the engine compartment. You will need to open the hood and look between the battery and the driver side.

There is a fuse box under the hood (passenger side). I know the the fuses for the head lights are there. The fuse for the taillights is there and is labeled. This fuse includes the running lights but is not labeled as such.
