You get gems occasionally, when you do normal mining. Both members and non-members get gems, but certain gems are obtained only by members. Just go mine anything; every 2-3 trips, on average, you should get at least one gem.

RuneScape gems are most commonly "found" on the Grand Exchange in Varrock in RuneScape. At the Grand Exchange, all the tradeable gems can be exchanged at market price easily and quickly. Gems can also be obtained through monster drops, completing quests, and while training the mining skill. Pay to play players can also mine Gem Rocks which will yield 1 gem per rock when mined, but the rocks are usually very full and only players with high mining levels will actually be able to obtain any gems at all.
