Go to the municipal office where one partner resides or, if neither are residents, then at the municipal office where the ceremony will take place.

The process is virtually the same as for marriage. You go to the town or city clerk and apply for a civil union license. You show the necessary identification, answer any questions, fill out a form and pay the applicable fee. You take the civil union license to an authorized officiant and hold a ceremony of whatever kind you please. The officiant signs the marriage license and returns it to the clerk who registers the civil union and issues a certificate of civil union.
