The 1994 Street Fighter movie has just been remastered for DVD release, quite recently if I'm not mistaken. You could probably find a new copy on Amazon or eBay pretty easily, if not in a movie store like Family Video or Hollywood Video.
If you are talking about the animated Street Fighter II film, then I'm not quite sure. It's been shown on Sci-Fi channel a couple of times in the past. I'm sure it's somewhere on eBay or the internet.
